I almost had the same thing almost happen to me in San Luis years ago. I was crossing the runway before the control tower was opened early am with a low 200 foot ifr overcast morning after announcing my intentions (not just once, but 3 times) to cross the runway over the local CTAF frequency to be met only with silence on the other end. As I was halfway across the runway, guess what pops out of the fog on short and final ... a Embaer Brasilia commuter either not monitoring the freq or choosing not to let anybody know that he was on final for the airport.
