i'm not really sure about that, i've seen a video showing that there was crowd on both sides of the runway..
anyway the safety standards and requirements in eastern europe are clearly lower than in the us and western europe. you've probably seen that video of a sukhoi flying inverted under a bridge during a city parade.. that's an example among many many others...
reminds me of the dark days of the habsheim tragedy. had lots of friends in that plane..
