A quick look at the Cyrillic alphabet doesn't help too much. Here's what each symbol in the "word" stands for. Obviously, I can't replicate the cyrillic symbols with an English keyboard, but...
C = s
E = e (as in yet)
K = k
Y = ch
H = n
A (looks like a hat) = d
bl = y (some sites said this was i as in "ill")

Yeah, I found a Cyrillic-(Latin) Russian converter, then another Russian to English translation. I came up with "seconds" also
Maybe weapons arming ???
Translation I found = "second" (one-sixtieth of a minute). Maybe it is something for timing or navigation. Maybe an adjustable flasher or beacon of some kind. Could be something to do with the continuim.
Has to be associated with ordinance launch interval/arming.....my guess is A-to-G rockets.....
I have no doubt you folks WILL find the definitive answer!!!!!!
Not to be confused with a flux capacitor, wherein the flux capacitor is used in adjusting time and the Oscillation Overthruster is used in adjusting space... as in, moving between dimensions.
