It is not an Ag-Cat. Count the wings and look at the control surfaces. The "Cats" are biplanes with fabric covered controls.

Here's the Youtube footage of the crash. The local media said the aircraft was, " ... a czech-made Z-37 single seater, formerly used for crop dusting."

That is horrible. Thankfully the childrens carousel wasn't in operation at the time.
