Well, technically they would anyway. If they were after United Flt 123, for instance, its departure and arrival are published anyway, and they would know the runways in use at any given airport at any given time just by listening to ATIS. But yes, I suppose if you wanted to know when United Flt 123 New York to La was over Keokuk, Iowa, they could know that.
